PROPOSED RESOLUTION
TO URGE BOTH HOUSES OF CONGRESS, THE LOWER HOUSE AND THE SENATE, TO IMMEDIATELY ACT ON PENDING BILLS CALLING FOR THE EXEMPTION FROM PAYMENTS OF INCOME TAXES FOR WORKERS RECEIVING MINIMUM WAGES IN THE PRIVATE SECTOR AND SALARY GRADES 1 – 3 IN THE PUBLIC SECTOR

WHEREAS, it is the policy of the state and the government to provide benefits and incentives to workers both in the private and public sectors;
WHEREAS, there are a number of pending bills in both houses of Congress, the Lower House and the Senate, calling for additional benefits and incentives to workers such as exemption from payment of income taxes for those receiving minimum wages in the private sector and Salary Grades 1-3 for the public sector;
WHEREAS, there is urgent need to pass the same to help alleviate the plight of lowly workers who suffer from the impact of rising prices and the shrinking of the purchasing value of their incomes;
WHEREAS, May 1, celebrated as Labor Day, would be a good occasion for the start of the implementation of these proposed laws;
WHEREFORE, premises considered, be it resolved, as it is hereby resolved, to urge both houses of Congress, the Lower House and the Senate, to immediately act on pending bills calling for the exemption from the payment of income taxes for workers receiving minimum wages in the private sector and the Salary Grades 1-3 in the public sector;
RESOLVED further that copies of this Resolution be furnished the City Mayor, the Office of the President, the Speaker of the House, the President of the Senate, the Department of Labor & Employment, the Department of Finance, the Bureau of Internal Revenue, the Davao City Hall Employees Association, labor coalitions and unions, and all others for their information and support.
