PROPOSED RESOLUTION
TO URGE THE LOCAL MARKET COMMITTEE TO STUDY AND FORMULATE A PUBLIC MARKET REFORM PROGRAM TO MODERNIZE THE PUBLIC MARKET SYSTEM TO BE ABLE TO GENERATE MORE REVENUES, PROVIDE MORE LIVELIHOOD AND MAKE PUBLIC MARKETS ATTRACTIVE NOT ONLY FOR LOCAL CONSUMERS BUT FOR TOURISTS AS WELL

WHEREAS, the city government owns and manages public markets under its economic enterprise unit;
WHEREAS, public markets play a vital role in trade and commerce, and provides livelihood and generate revenues to the city government;
WHEREAS, unfortunately the state of public markets today leaves so much to be desired in terms of revenue generation, attractiveness to consumers and competing at par with privately owned and managed shopping malls;
WHEREAS, in fact, the city government continues to subsidize the public markets where in truth these economic enterprises should be money centers to contribute to the coffers of the city;
WHEREAS, there is a need for a thoroughgoing reform program to modernize the public market system to be able to generate more revenues, provide more livelihood and make them attractive not only for local consumers but for tourists as well;
WHEREFORE, premises considered, be it resolved, as it is hereby resolved to urge the Local Market Committee to study and formulate a Public Market Reform Program to modernize the public market system to be able to generate more revenues, provide more livelihood and make public markets attractive not only for local consumers but for tourists as well.
RESOLVED further that copies of this Resolution be furnished the City Mayor, the City Administrator, the Head of Economic Enterprises, the City Planning & Development Office, the City Engineer, the City Treasurer, the City Tourism Operations Office, the Federation of Market Vendors Associations, and all others for their information and support.
